Fernando was born in Zanatepec, Juchitán, Oaxaca in 1975.
He studied at the Taller de Artes Plásticas Rufino Tamayo, and the Taller de Grabado Artes de Oaxaca. He also studied at the Escuela Nacional de Artes Plásticas de la UNAM Plantel Taxco, and the Graphica Taller de Grabado in Puerto Vallarta, Jalisco.
He has taken courses in three color engraving from Charles Barth, color engraving from Barbara Robertson, mixed techniques from Nunik Sauret, and painting from Luciano Spano.
He was awarded first place in engraving at Salón Vallarta 2001, and received specific recognition in a painting course by José Atanasio Monroy, at the Universidad de Guadalajara in 2003.
